4. Validity period of seal certificate
Is the seal certificate valid for 3 months? 6 months?
Many people misunderstand that the validity period of a seal certificate is 3 months. This is a common misconception, and there is no expiration date for seal certificates.
The Korean seal system was first implemented in 1981, and at that time, there was a regulation that recognized the validity of a seal certificate for a certain period of time. However, on January 1, 1994, the regulation on the validity period of seal certification was abolished. However, in other laws, there are regulations or guidelines that set the validity period of seal certification in specific circumstances.
The reason why the validity period of the seal certificate is incorrectly known as 3 months is because of “Regulations on Real Estate Registration, Article 62”. This lists the documents submitted to the registry office when applying for real estate registration, and there is a provision that the certificate of seal impression must be within 3 months.
Some of you may be aware that the validity period of the seal certificate is 6 months. This is a misunderstanding stemming from the “Auction Procedure Handling Guidelines for Real Estate, etc.”, which states that if the issuance date of the certificate of seal impression exceeds 6 months before the expiration date of the bidding period, it is not included in the opening bid.
In this particular case, the expiration date of the seal certificate is determined separately, so please use the seal certificate issued within the period according to the situation.
5. Where to issue seal certificate
Let’s find out where the seal certificate is issued. Unfortunately, the certificate of seal impression cannot be issued online or through an unmanned issuing machine, so you must visit the Administrative Welfare Center in person to issue it.
You must use the Administrative Welfare Center in the jurisdiction of your address to report your seal, but when issuing a seal certificate, it can be issued in a place other than the jurisdiction of your address.
If you apply at the Happiness Welfare Center, which is convenient to visit, bring your ID card and the issuance fee of 600 won, and it can be issued immediately. (You do not need to have a personal seal!) Please note that there are only four types of identification cards: resident registration card, driver’s license, passport, and disability registration card.
