Welfare card for the disabled

For persons with disabilities registered pursuant to Article 32-2 of the Welfare of Persons with Disabilities Act, only one type of disability registration certificate or disability welfare card is issued according to the person’s wishes.

 

 

 

 

 

Types of Welfare Cards for Disabled Persons

1. Disabled registration certificate
– It is a card without credit or debit card function, and it is a registration card with name, photo, resident registration number, and degree of disability written on it.

 

 

 

2. Disabled Welfare Card
– Cards with credit or debit card functions.

 

 

 

3. Integrated Welfare Card for Disabled Persons
– This is a card that integrates the disabled highway toll discount function (high pass) with the existing disability registration card and welfare card for the disabled.

 

The issuance fee is KRW 4,000, and there is a separate Hi-Pass terminal for the disabled, so after purchasing the terminal, you must bring the terminal to the dong office and register your fingerprint.

 

However, when applying for a welfare card, you must be over 18 years of age to apply for the ‘credit card function’, and you must be over 14 years old to apply for the ‘debit card function’.

How to issue welfare card for the disabled

1. Apply online

-Only the person with a disability can apply for online application as there is an official certificate verification process.

 

 

 

2. Offline Application
– You can visit the eup, myeon, or dong community service center based on your place of residence and apply through consultation.

– If applying online seems complicated and difficult, we recommend that you visit a nearby community center and apply.

– If the applicant does not have a public certificate, online application is not possible and must be applied offline.

– If the applicant is a foreign national, online application is not available and must be applied offline.

 

 

 

Disabled Welfare Card Benefits

1. Discount on vehicle periodic inspection and comprehensive inspection fee
– The regular inspection fee of KRW 15,000 ~ 25,000 and general inspection fee of KRW 45,000 ~ 61,000 are discounted as follows.

2. Electricity rate discount

4. Coastal passenger ship passenger fare discount
– One guardian accompanies a registered disabled person or a severely disabled person.

– The specific discount rate may differ depending on each shipping company and individual transport conditions.

☞ People with mild disabilities: 20% discount on domestic coastal passenger ship fares

☞ Disabled people with severe disabilities (including 1 guardian): 50% discount on domestic coastal passenger ship fares

 

 

 

5. Airfare Discount
– 50% discount on Korean Air (Class 1-4) and Asiana Airlines domestic flights

– Korean Air (Grade 5~6) 30% discount on domestic flights

6. TV license fee exemption
– This is for people with visual or hearing impairments.

– Benefits are given only to seaplanes installed in residential houses.

10. Reduction of parking fees in public parking lots
– Applies to self-driving vehicles for the disabled and vehicles in which the disabled ride, and may vary by each local government, but in most cases, a 50% discount is applied.

 

 

 

11. Discounts on fees for palaces, tombs, national and public museums and art galleries, national and public parks, national and public performance halls, and public sports facilities
– Applies to registered disabled persons and one guardian accompanying persons with disabilities of grades 1-3.

– Admission to the palace, tomb, national and public museums and art galleries, and national and national parks is free.

Reissuance of Welfare Card for Disabled Persons

1. It is possible if you have lost or damaged your disability registration card, etc.

1. Access the Bokjiro website (www.bokjiro.go.kr).

2. Consent to the use of personal information and perform accreditation.

3. Select Disabled Welfare Card in Civil Service Application.

4. Enter application information.

5. Confirm application information and click Payment.

6. Click Complete Application & Submit.

7. Check the progress and you are done.
